Firearm relinquishment laws are intended to reduce intimate partner homicides, but their enforcement in California faces significant challenges. A study based on 25 stakeholder interviews conducted from 2021 to 2025 reveals that the implementation of domestic violence restraining orders and gun violence restraining orders is hindered by fragmented resources and structural gaps. Recent federal funding cuts have further limited access to legal protections for survivors of domestic violence. The findings emphasize the need for policy adjustments, consistent investment in enforcement, and the development of survivor-centered systems to address these issues effectively.
