The Washington State Telecommunications Equipment Distribution (TED) Program provides free or low-cost communication devices and training for residents with speech impairments or hearing loss. Eligible participants, aged 4 and older, can receive equipment such as iPhones, iPads, and specialized apps for telecommunication, including phone calls, video calls, and texting. The program offers individualized training at no cost, which can occur in various settings like homes, schools, or hospitals, helping users and caregivers learn to operate the devices effectively.
To qualify, individuals must be Washington residents with conditions such as being deaf, hard of hearing, or having a speech impairment. Income does not disqualify applicants, as a sliding scale determines the cost of equipment. Waivers are available for those with significant medical expenses. Equipment options include amplified phones, captioned phones, and assistive technology accessories. The TED Program is managed by the Washington State Office of the Deaf and Hard of Hearing, in partnership with PROVAIL.
